What is EFMP?

The Army cares about Soldiers who have special need Family members and has set up the EFMP to offer a helping hand. Soldiers on active duty enroll in the program when they have a Family member with a physical, emotional, developmental, or intellectual disability requiring specialized services so their needs can be considered in the military assignment process. When possible, Soldiers are assigned to an area where the medical and special education needs of the Family member can be met, giving the Soldier opportunity to have missions important to the Army that meld with their special needs.

Where is EFMP located?

ACS EFMP is located in Waller Hall (building 2140), Rm 400 (Army Community Service, ACS) on Joint Base Lewis-McChord, Lewis-Main.  ACS EFMP assists with Respite Care, EFMP monthly Newsletter, Systems Navigation/Case Management, Information and Referral, Resources, Support Groups, Special Needs Accommodation Process, and more.  Please see the “Contact Us” section for additional information.

Madigan EFMP is located in the Developmental Pediatrics Clinic on the first floor of the Madigan Medical Mall.  Madigan EFMP assists with EFMP enrollments / disenrollments/updates and Overseas Screening.

EFMP Enrollment

Exceptional Family Member Program (EFMP) enrollments/disenrollment/updates are processed through the EFMP office at Madigan Healthcare System (MHS) in the Developmental Pediatrics Clinic on the first floor of the Medical Mall in Madigan.

Contact numbers are 253-968-1370 or 253-968-0254. Servicemembers are responsible for keeping their EFMP enrollment current as exceptional Family member (EFM) conditions change or at least every three years, whichever comes first. 

There are two types of EFMP enrollment: medical and educational. 

If you are dual military, both Servicemembers are required to enroll their EFM(s) in EFMP, per Army Regulation 608-75, paragraph 1-7(d); this process will ensure that the assignment manager of each sponsor considers the Family’s special needs.

Department of the Army (DA) civilians are eligible and should identify dependent children with special education and medically related service needs and Family members with medical needs each time they process for an assignment to a location outside the United States where Family member travel is authorized at Government expense.

IEPs and 504s

What is an IEP (Individual Education Program)?  Regulations governing the development and content of an IEP are contained in Federal Law, the Individuals with Disabilities Education Act (IDEA), P.L. 105-17.  All students who have been found eligible for special education must have an IEP developed prior to the delivery of services.  The first IEP must be written within 30 calendar days after the completion of an evaluation.  Subsequent IEPs must be reviewed and revised, at least annually.  The parents and/or the school may request a meeting more often than once per year.

What is a 504 Plan?  A 504 plan is a legal document falling under the provisions of the Rehabilitation Act of 1973. It is designed to plan a program of instructional services to assist students with special needs who are in a regular education setting. A 504 plan is not an Individualized Education Program (IEP) as is required for special education students; it is a special accommodation that is generally appropriate for a student with a physical or emotional disability,  or who has an impairment (i.e. Attention Deficit Disorder) that restricts one or more major life activities.

Systems Navigation

What is EFMP Systems Navigation?  Systems Navigation is a community support component of the Exceptional Family member Program (EFMP) that connects Families with special needs to the systems of care they need, both on and off the installation.  Systems Navigation helps support the goals of the Army Family Covenant.

What can an EFMP Systems Navigator do for me?  A Systems Navigator can:  identify your EFM and Family strengths and needs, help identify and prioritize your EFM and Family goals, develop a Family Service Plan to reach your goals, make referrals to required services, provide information about disabilities or medical conditions of concern, find transportation to appointments related to the Family Service Plan, identify support groups and social activities, and ultimately strengthen your ability to advocate for your EFM or as an EFM.
